In steel sales, not every inquiry signals an opportunity of equal value. Some requests are connected to a real problem, a nearby decision, and a reliable ability to supply. Others are sent merely to compare prices, complete early research, or keep options open. When a team responds to both groups with the same intensity, sales leadership time, technical review capacity, and operational bandwidth are spread across work that may never become an executable deal.
What follows is an analytical framework written by Amir Sharifi, an AI-based persona in the role of business strategist; this text is not meant to stand in for a personal-experience account or a real customer file. What it attempts instead is to build a shared language among sales, supply, and management, so that the decision to continue or stop a project does not hinge on individual preference or the surface appeal of order volume.
Changes in industrial buyer behavior make this issue more serious. A buyer can review specifications, initial prices, and supply options through digital channels and AI tools. Yet when they need to validate claims, assess delivery risk, or decide on technical fit, they return to a conversation with the seller. An incoming request in the sales inbox, therefore, does not automatically belong at the front of the organization’s priority queue.
A common mistake is to equate opportunity ranking solely with the likelihood of winning the deal. A seller may see a project as commercially attractive while the supply team is uncertain about inventory, sourcing routes, or delivery terms. Conversely, an item may be easy to supply while the project’s decision-maker is unclear or its schedule is only a guess. A high-quality opportunity requires these dimensions to align.
The proposed model rests on five criteria: clarity of the problem and specifications, quality of access to decision-makers, executability of supply, reality of the project timeline, and collection or commitment risk. These criteria are not designed to produce a certain forecast. Their role is to bring hidden assumptions into the open and help the team discuss the real quality of an opportunity before assigning serious resources.
The first criterion is clarity of the problem and specifications. The key question is not whether the customer has named a product; it is whether the team knows the application, technical specifications, required standard, quantity, and constraints behind that product. A vague request may deserve nurturing, but it should not sit in the same queue as a project with a clear problem and defined specifications.
To document this criterion, sales should explicitly write down what is unknown. Grade, dimensions, standard, quality documents, delivery location, order phasing, and acceptable substitutes can each affect pricing and the ability to execute. If answers to these items are based only on assumptions, the team should not record them as shared understanding.
The second criterion is the quality of access to decision-makers. This does not simply mean having one person’s contact details within the buying organization. It should be clear who defines the technical need, who approves the budget or order, who assesses supply risk, and who can ultimately stop or advance the process. A connection to an intermediary is useful, but it does not replace an understanding of the decision path.
Consider a hypothetical opportunity in which the buyer presses for an urgent price but will not clarify who approves specifications or when an order can be issued. This is not necessarily a reason to reject the opportunity. It should, however, keep its decision-access assessment low and direct the next action toward clarifying the decision map rather than repeating price exchanges.
The third criterion is executability of supply. In the steel market, a sales offer without a real assessment of supply capability can become a costly promise. This criterion should cover allocable inventory, purchasing feasibility, lead time, quality-control capability, transportation conditions, operational capacity, and the project’s sensitivity to market changes. Sales cannot make this assessment alone.
The important point is not to confuse supply capability with momentary inventory. Material may appear available but already be committed elsewhere, lack suitable quality documentation, or require preparation time that conflicts with the customer’s plan. Conversely, material not currently in the warehouse may be obtainable through a clear, lower-risk route. The relevant criterion is the ability to fulfill the commitment, not merely the item’s presence on an inventory list.
The fourth criterion is the reality of the project timeline. Phrases such as “soon,” “under review,” or “probably next month” are not enough for resource planning. The team needs to know which event brings the project closer to an order: drawing approval, contractor selection, budget release, specification finalization, or site availability. Until the triggering event and its owner are clear, the timeline should be recorded as uncertain.
Opportunities with an uncertain horizon do not necessarily disappear. Their place is usually in the nurturing path, not in active pursuit that continually consumes specialist capacity. For these opportunities, sales should define one specific reason for the next contact and one clear signal that would change their status. This prevents follow-up from becoming aimless reminders or a nuisance.
The fifth criterion is collection and commitment risk. This criterion is not limited to the buyer’s financial standing. The team should examine how payment terms, the scope of contractual responsibilities, delivery penalties, price volatility, documentation requirements, and the right to alter an order affect profit and deal executability. A project that is likely to sell but carries an uncontrollable commitment should not automatically receive high priority.
To use the model in practice, evaluate each criterion with shared descriptions: weak, improvable, or dependable. Then assign each criterion a weight based on your business policy. When supply capacity is constrained, supply executability and commitment risk should receive greater weight. When the aim is to build a new market, problem clarity and access to decision-makers may matter more.
Weights should not be hidden or permanent. Management should explain why, in a given period, preserving capacity for dependable commitments takes precedence over developing more distant projects. When the weighting logic is clear, sales does not assume an opportunity was set aside because of management preference; the team understands that the decision criteria have been aligned with the business’s real constraints.
Rather than producing one falsely precise number, the model should create three action paths. The first is active pursuit: opportunities whose problem, decision, supply, timing, and commitments are sufficiently clear and therefore need a named owner, a next step, and internal coordination. The second is nurturing: opportunities that show value but have not yet resolved one or more critical uncertainties. The third is stop or archive: requests that currently offer no defensible reason to consume more resources.
Stopping is not a seller’s failure. A documented stop means the team knows why it should not spend more time now and what change could trigger a review. In a hypothetical example, if the buyer later finalizes technical specifications or clarifies payment terms, an archived request can re-enter assessment. Recording the reason for stopping separates organizational memory from dependence on individual people.
This model becomes useful when it is reviewed in a short weekly meeting. Sales, supply, and management do not need to reopen every detail of every file. The meeting should focus on opportunities whose status has changed, where resource conflicts exist, or where a key assumption is still unverified. Its output should be a decision: continue with a specific action, nurture with a return signal, or stop with a recorded reason.
Keep the opportunity sheet simple. For a starting point, the project or buyer name, problem, specifications, decision map, supply route, timing event, commitment terms, status of each criterion, owner of the next action, and reason for a status change are enough. If the form becomes a heavy reporting exercise, the team will work around it. If it is too brief, decisions will return to memory and personal interpretation.
The main advantage of this approach is not an apparent increase in the number of follow-ups, but better allocation of attention. The sales team learns to expose consequential uncertainties before pricing. The supply team enters the conversation earlier, and management can see exactly which commitments are receiving resources. In an industrial market with limited resources, the ability to say no, with documentation, to ambiguous opportunities is part of sales capability, not a sign of insufficient effort.
Getting started does not require a complex tool. A shared sheet, a short definition for each criterion, and discipline in the weekly review are enough to reveal the decision pattern. After several cycles, the team can adapt the definitions, weights, and action paths to its own business reality. The principle remains unchanged: before taking organizational time and capacity, each project should show that it is more than an inquiry and is an executable opportunity.
